For New York broker, we recommend getting a dedicated server in Ashburn as it will offer the lowest latency possible when trading using a progrma like MetaTrader etc.
When it comes to specs, we recommend at least a 4 cores CPU and enough RAM for EA's to run properly without taking up all resources. Some EA's utilize complex algorithms which can use up a lot of CPU and RAM. As for RAM, we recommend running 1 instance of MetaTrader for 512 MB of RAM. If you plan to just run one copy of MetaTrader, a server with 4 GB will work in your case.
